Can the camera be used without wifi. Simply set to record on motion and then watch footage on computer?
You need to set up the camera with WiFi first. Set up the motion detection recording under the app. Then you can bring it to a location without WiFi so it can record on motion.

How do you know when it's time to recharge the battery in the detector
When you watch the live video from the app, you should be able to see the battery level at the top right corner. If you can not reach the camera, most likely it is out of the battery. Then you need to take it down to recharge it.
